The College of Education and Public Policy is composed of three departments, Educational Studies, Professional Studies, and Public Policy. The vision of the members of the CEPP is to promote the greater public good through teaching, research, and service on a diverse array of public policy and public sector issues.
Below is a list of the departments along with the programs associated with them:
Educational Studies

Professional Studies

- Special Education, M.S.Ed (Concentration in Exceptional Needs-Mild)
Public Policy
- Public Affairs, M.P.A.
- Public Management, M.P.M.
Academic Regulations
The following academic regulations supplement those that apply to all Indiana University graduate students.
Second Master’s Degree Credits applied to one master’s degree may not be applied toward another master’s degree in any of the Educational Studies or Professional Studies programs.
Transfer Credit
Different rules apply prior to and after admission to the program:
Before You Are Admitted to a Graduate Program The College of Education and Public Policy will determine whether credits earned at other institutions will apply toward your degree.
Application Deadlines
Fall June 30 (for domestic students); April 1 (for international students)
Spring November15 (for domestic students); September 15 (for international students)
After You Have Been Admitted to a Graduate Program Pending their availability, it is expected that courses required for your degree will be completed at IPFW. Applicability of credit for a course taken elsewhere should be confirmed by the college prior to your enrollment in that course. “Transfer Credit Request” forms are available in the college office.
As a general rule, Educational and Professional Studies departments may accept up to 6 transfer credits and the Public Policy department up to 9 transfer credits provided that such work is appropriate to the student’s degree objective.
By special arrangement, an applicant for this degree may transfer up to 15 semester hours of graduate credit from one or more of the other three state institutions in Indiana (Ball State, Indiana State, and Purdue) providing courses being transferred are appropriate to the degree. The total of all work to be transferred from these three institutions including the 6 semester hours that may be accepted for transfer from any other accredited institution cannot exceed 18.
All transfer coursework must be taken for a letter grade of at least a B (3.0).
Distance Education The application of distance education courses to a graduate degree program is subject to approval of faculty of the program providing the degree.
Resident Credits You must complete at least 21 credits at IPFW.
International Students International students desiring to complete a program in Educational Studies, Professional Studies, or Public Policy must comply with all university requirements for international admissions, including demonstration of English language proficiency. International students seeking to obtain a license to teach, counsel, or administer in an Indiana school must obtain a social security number prior to application of the license.
Retention You must maintain a GPA of 3.0 (4.0=A) or better for all work (including undergraduate courses) taken after completing your bachelor’s degree. If your GPA falls below 3.0, you must raise the GPA to at least 3.0 within the next 9 credits of graduate course work. Failure to do so will result in your dismissal from the program.
If you have been dismissed from the program, you may seek readmission by petitioning the chair of the appropriate department’s student affairs committee. The committee will consider your petition and report its findings to the dean for action.
Time Limit If you are in an Educational or Professional Studies program you must fulfill all degree requirements within six years and one semester from the date on which you receive a grade for the first credits (including transfer credits) that apply to your degree. Public Policy programs do not have a time limit on courses or degree completion.
Graduation Requirements You must have satisfied any conditions on your admission to the graduate education program before you will be considered as a candidate for graduation. In addition, you must have: (1) earned a cumulative GPA of 3.0 or better in courses applicable to the degree, and; (2) fulfilled all additional degree requirements and complied with all academic regulations.
Application for Degree You must complete an application for your degree.
