EDU 63100 - Operations And School Resource Management


This course encompasses the background, present conditions, and future directions of school personnel management and professional culture; development and implementation of a school personnel management program of evaluation; ethics and professional norms; school financial management; and examination of problems and issues associated with the operation of P-12 schools.

Student Learning Outcomes
1. Develop an understanding of the human resources planning process and analyze how operational staff supports student learning while promoting the school’s mission and vision.

2. Assess local staffing needs, create recruitment strategies, plan interview processes, and determine optimal candidate selection and assignment, with an emphasis on diversity, inclusion, and belonging.

3. Implement and sustain effective systems for induction, mentoring, professional development, evaluation, and retention of operational staff using research-based practices.

4. Address employee performance issues, including leadership in development, discipline, and termination, in compliance with federal, state, and local regulations.

5. Demonstrate knowledge of financial terminology, processes, and procedures associated with public school fiscal operations.

6. Describe various school finance philosophies, emphasizing education as an investment in human capital.

7. Analyze and evaluate the meta-values of adequacy, equity, liberty, and efficiency in state and federal financial policies to achieve equity in school funding.

8. Identify the various public school funding sources, their purposes, revenue streams, and restrictions governing their use.

9. Evaluate state funding methods, including school vouchers and the impact of school choice on budgeting processes.

10. Examine sources of revenue, including taxes in Indiana, and the role of referendums in increasing local school revenues.

11. Assess the use of federal grants to supplement funding while adhering to policies that prohibit supplanting.

12. Evaluate the influence of landmark litigation on school finance and its implications for public education funding.

13. Examine the role of state entities, such as the Indiana State Board of Accounts, in ensuring accountability and standardizing fiscal management processes.

14. Review the purpose and fiscal management requirements for extracurricular accounts as prescribed by state guidelines.
